With the changes done as part of Milestone 1 of Sharding-First Catalog, CollectionPtr (with some better name choice) will become the source of snapshotted information for a given collection and the DSS/CSS will go away.
It is necessary to put them in the same SCons library in order to be able to do this transition in a staged manner.
