Loosen dependency requirement for mongo-ninja-python

      mongo-ninja-python has a pinned dependency to mongo-tooling-metrics 1.0.3 which prevents us from bumping mongo to later version. We should loosen this requirement so that when we bump mongo-tooling-metrics in the mongo repo we don't have to touch mongo-ninja-python.
