      After implementing SERVER-72716, implement a cursor based reply for _shardsvrCheckMetadataConsistency command.

      Basically, each call to a participant shard (_shardsvrCheckMetadataConsistencyParticipant) should register a new cursor and returned it to the database primary shard.
