      In v2 of the QE protocol, the EmuBinary algorithm has changed and now has two phases:

      1. AnchorBinaryHops - searches the anchor documents to find the last-used anchor position.
      2. BinaryHops - searches the non-anchor documents to find the last-used non-anchor position.

      The results of 1 & 2 shall be returned as a pair. This algorithm now only applies to the ESC, as the ECC has been obsoleted in v2.
