getCollectionDescription doesn't honor the critical section

      In the past the CollectionDescription was static information of the collection. However, since 5.0 and the introduction of allowMigrations, reshardingFields and timeseriesFields (and probably others) is not static anymore.

      We should honor the critical section on this method, throwing an exception if it is held.
