Extraneous Antithesis Failures due to Elections in ValidateCollections

      BF-27522 came from Antithesis & the failure is InterruptedDueToReplStateChange. There should not be any elections while ValidateCollections runs therefore these failures are illegitimate. There are a couple of suggestions by max.hirschhorn@mongodb.com in BF-27522 which we should try out & run some tests in Antithesis to verify that these extraneous failures no longer pop up.
