We're using the 10gen AMI (ami-e565ba8c), and it appears that the /etc/security/limits.d/90-nproc.conf is setting the nproc ulimit to 1024. This then blocks the mongod init script from increasing the value to unlimited.

(This isn't a server bug, but there wasn't a better project to log against).
