The test suite change_streams_multitenant_sharded_collections_passthrough is currently blocked because the sharding support is unavailable in the mongoQ. After the mongoQ support is fully available and the support for the change stream in mongoQ is available we should unblock this change. 

As part of this change, we should also remove the flag internalChangeStreamUseTenantIdForTesting as this is the only passthrough using it.
