After the FCV has been downgraded, the QueryAnalysisWriter should not try to write the remaining sampled queries or diffs to the config.sampledQueries and config.sampledQueriesDiff collections. Similarly, after the FCV has been downgraded, the QueryAnalysisSampler should stop sending out the _refreshQueryAnalyzerConfiguration command to the config server.
