Unhandled exception on BalancerCommandsScheduler

      The BalancerCommandsScheduler thread is not handling exceptions on calls to ShardRegistry::getShard().

      The call to ShardRegistry::getShard() method may throw an exception when it needs to wait for a refresh on ShardRegistry data.
