Increase unit test coverage for zones balancing policy

      While the old zones balancing policy was unit tested in balancer_policy.cpp, the new balancing policy is highly relying on integration tests.

      Purpose of this ticket is to increase unit test cases coverage for zones with the current balancing policy. A lot of existing tests were only adapted under SERVER-66782, but the coverage is still partial.
