SERVER-72191 decreases the diff window between the expected and actual number of sampled queries for each individual query type from 15% to 10%. It looks like this window is not always satisfiable in the sharding_csrs_continuous_config_stepdown suite. This is expected since the traffic distribution across mongoses is only tracked in memory by the configsvr primary. Similarly, based on BFG-1748807, the diff window for the total number of sampled queries of 5% is also sometimes not satisfiable.
