Auto revert build slowness in commit queue

    Description

      Low effort way to do this:

      • Write a test that checks if the build time is below some ceiling limit 

      ^ If this new test fails multiple times in a row, auto reverter should step back, find the offending commit and revert

      Open Questions:

      • Do we need to configure something to ensure that the autoreverter will catch this?
      • What happens if there's an AWS infra issue? Will the stepback function check one commit prior to the first "known" failure to ensure that the first "known" failure is the culprit & this is not infra related?
        • I think this is likely handled since autoreverter has been working successfully up until now
