SERVER-72667 has implemented the authorization checks for checkMetadataConsistency command for each of the level modes in jstests/auth/check_metadata_consistency.js.

The goal of this ticket is try to porting jstests/auth/check_metadata_consistency.js to the common command auth infrastructure testing.
