      Add a jstest to test following behaviour

      • Upgrade/downgrade support
        • Only enable the creation of wildcard indexes when the FCV has been fully upgraded.
        • Nodes of the previous major version should fail to start up with an appropriate error message when the catalog contains a compound wildcard index. Users must drop all compound wildcard indexes before downgrading.
