SERVER-59682 implemented the ability to retrieve plans from the SBE Plan Cache. This change had an impact on the performance of plans recovered from the classic cache as well (see the linked BFs), namely, in the linkbench workloads LOAD_LINKS_BULK_ms and LOAD_COUNTS_BULK_ms. 

This ticket tracks the work to investigate why these workloads are regressions even though they don't use the SBE plan cache, and to fix them.
