We should add a jstest where we put a standalone/replset/sharded cluster into the downgrading FCV state and then shutdown the standalone/replset/sharded cluster, and restart it. After restart, the cluster should still be in downgrading FCV and we can change it to upgraded.

This is from the all_commands_downgrading_to_upgraded.js test but it would have been hard to test this within that framework.
