Disable QE perf tests before enabling protocol version 2 by default

      Before enabling the QE protocol version 2 feature flag by default, the QE perf tests need to be temporarily disabled in sys-perf since the change to v2 will introduce incompatibility between the server and the current toolchain & drivers used by Genny.

      These will be re-enabled once the Genny toolchain has been updated with a libmongocrypt & C-driver that support the v2 protocol.
