Update storage execution related tests in genericSetFCVUsage to test the downgrading state

      As part of PM-2974, we audited the genericSetFCVUsage tests to try and increase test coverage of the server running as normal while in the downgrading FCV state.

      We should investigate updating the rename_across_db tests to add a test for when both bin versions are on latest, but one node has downgrading FCV
