The encrypted DBClient does not currently support primary failovers, so the FLE2 tests should be excluded from the replica set continuous stepdown suites. At the time of this ticket creation, the only suite that includes FLE2 passthrough tests and does replset continuous stepdowns is retryable_writes_downgrade.yml.
