Disable slow shutdown path in ASAN and TSAN builds

      Given that the slow shutdown is currently not being used, and is known to be insufficient for real use cases, we should disable coverage in ASAN and TSAN builds.

      The ASAN and TSAN failures in that code are causing BF noise on code that we plan to revisit anyway.
