Revise _transitionToCloningStateAndClone logic after integration with online cloner

      Currently the function returns early if already in kCloning state, this will be incorrect when online cloner is integrated as actual cloning happens after transitioning to this state and we would like to resume cloning. Some refactoring is needed.
