Change txn_commit_optimizations_for_read_only_shards.js to set transactionLifetimeLimitSeconds only for time-critical tests

      Refactor the test to only set the `transactionLifetimeLimitSeconds = 30` for tests where testing the timing is critical and allow `transactionLifetimeLimitSeconds = unlimited` for other tests. This way we can avoid flakiness due to slow machines.
