Drop any collection matching migrationId for online movePrimary for cleanup

      Currently the MovePrimaryRecipient only drops a couple collections on clean up including op log buffer and op log applier progress. We would like to drop all collections matching movePrimaryRecipient.<MigrationId>.willBeDeleted.<CollectionName> to safeguard from potential collections being added in the future and to maintain correct behavior around upgrade/downgrades.
