As part of SERVER-65862 we created a script, buildscripts/config_diff.py that will scan directories and compare configs (or server parameter) diffs between different versions of the server.

We want to turn this into a job that runs via evergreen and produces some kind of online document that can be reviewed my multiple teams, akin to  https://docs.google.com/document/d/1iogYE0ij0aoDcUkOR6id0VeBzNGT7tkZE9ySqFTlX_o/edit
