Check that setFCV always succeeds to transition to downgrading state and is always fast for 8.0 release

      After PM-2974, setFCV should always succeed to transition to downgrading state and should always be fast. SERVER-75563 is to enforce that setFCV always succeeds to transition to downgrading state and is always fast, but if we don't get to it before the 8.0 release, we should make sure that nothing was added to the command that would prevent it from always succeeding and being fast
