If a replica set node cannot parse or validate the locally stored replica set config, we return an error that includes a URL to documentation on how to recover from this invalid replica set config scenario. This URL actually didn't resolve to any valid webpage, and so we filed SERVER-76134. Upon investigation, it turns out we don't have any documentation around recovering from the invalid config scenario, and so SERVER-76134 updated the URL to point to the generic reconfig documentation.

This ticket is to work with the DOCS team and produce some documentation for this edge case. Although most of the works will be for the DOCS team (and we can file a DOCS ticket if we decide to do this), I assume there will be replication work in determining the steps to recover. If we produce that documentation, this ticket should also update the links in the error message to point to the correct docs.
