Currently resmoke uses buildscripts/mongosymb.py to symbolize crashes in evergreen tasks. We should switch to using db-contrib-tool symbolize command to focus on supporting this command there.

AC:

• db-contrib-tool is installed and available for resmoke while it runs test suites in evergreen
• update symbolize command call in resmoke here
• deprecate buildscripts/resmoke.py symbolize command, mention here that is was moved to db-contrib-tool
