Enable CheckMetadataConsistencyInBackground in suites spawning a sharded cluster

      SERVER-74251 and SERVER-74721 enabled the CheckMetadataConsistencyInBackground hook in most sharding suites but some are some are not covered yet.

      Purpose of this ticket is to investigate why the hook is not executed on a subset of such suites and eventually enable it.
