Due to the improvement made in SERVER-75683, the basic_create_collection.js test now throws an error when the QE collection is created with a eccCollection field in the encrypted field config document.  This is not compatible with the behavior in 7.0, which allows for it. This makes this test unfit to run with the multiversion tests involving 7.0, so it should be excluded by tagging it with requires_fcv_71.
