Add a check to validation that all buckets are compressed when validating a system.buckets collection

      This check will help us during development to ensure we don't miss compressing buckets anywhere. This check should be skipped in production, upgrade/downgrade tests, and any tests that manually write out an uncompressed bucket document.

      This will involve checking that control.version is set to kTimeseriesControlCompressedVersion.
