Increase the value of orphanCleanupDelaySecs for concurrency_sharded_causal_consistency_and_balancer

      We get periodic incorrect results for some tests in this suite due to orphanCleanupDelaySec being too low. This causes the range deleter to delete some documents while getMore is issued causing fewer than actual docs to be found in the collection. In this ticket, we should investigate what the appropriate value for  orphanCleanupDelaySecs should be and unban any tests not running in this suite for this reason (indexed_insert_where.js, agg_sort.js)
