Serverless restores needed to manually create time series views because they need to change tenant_id. For this ticket:

We want to understand why they were unable to create those views only in 7.0rc1 (despite ~~SERVER-63126~~ being introduced in 6.1)
Investigate how we can reintroduce ~~SERVER-63126~~ to prevent confusing behavior when creating a view on system.buckets namespace.
