This has caused some issues when the idl file format has changed and it breaks when users have outdated build directories.

There was a previous attempt at a PR to do this here https://github.com/10gen/mongo/pull/12544#pullrequestreview-1407764471

but some tests failed so we decided not to do this at the time. Some work will have to be put in to get these tests working again.
