The sharding index catalog test is checking if the index's catalog write was replicated:

1. After the first register
2. After migrating: here and here,
3. After a drop: here and here

However, the chosen secondary might not have the write replicated yet. We could check all secondaries and ensure that at least one of them does have the write.
