ShardMergeRecipientServiceTest is a child class of ServiceContextMongoDTest and does work to set up its environment (WaitForMajorityService, etc). The PrimaryOnlyServiceMongoDTest class is meant to do this and using it (instead of ServiceContextMongoDTest) should simplify the Shard Merge test.
