      After SERVER-74192 the command _configsvrRenameCollectionMetadata is no longer used and it can be safely removed.

      Note: Some utility functions in sharding_ddl_utils were used exclusively by that command or as a consequence of that command. Let's make sure we clean everything that is no longer needed.
