Perform a partial revert of SERVER-71083 to re-introduce concurrency_replication_wiredtiger_cursor_sweeps and concurrency_simultaneous_replication_wiredtiger_cursor_sweeps test suites. We have outstanding build failures that have only failed on these suites, and we need the additional test coverage.

Additionally, we should lower the fuzzed WT file manager parameters to increase coverage in those pass-throughs as well.
