[CQF] Mark full collscans as low priority

      After SERVER-72440, full collscans and index scans are marked as low priority in classic (and, I think, in SBE via the stage builders). We should implement this same functionality in CQF. For M2, only the collscans are relevant.

      As part of this ticket, we should re-enable jstests/noPassthrough/collection_scan_low_priority.js
