More robust test coverage for pre-image truncates with failovers

      While there are several change_stream passthrough suites (example), a change streams suite combined with coverage for stepdown/terminate_primary/kill_primary could give valuable test coverage and increase confidence that pre-image truncates are robust against different types of failovers.
