We have initiated the process of transferring the _check_for_c_stdlib_headers check to a custom clang-tidy check. Given that we already have the built-in clang-tidy check 'modernize-deprecated-headers', there's no need to create a custom clang-tidy check. Just remove _check_for_c_stdlib_headers check from simplecpplint.py
