      We get releases.yml from  github at https://github.com/10gen/mongo/blob/e6ba00c2748a284d1571091a853b32f492b719b9/buildscripts/resmokelib/multiversionconstants.py#L20

       

      We should fallback to the one available locally if there is no network. This is the case for antithesis testing.
