SERVER-77291 had originally added featureFlagOnlineMovePrimaryLifecycle to fully_disabled_feature_flags.yml, but the commit which made that change got reverted. The replacement commit disabled the feature flag, but did not add it to the fully disabled list, so this should be done now.
