Allow Customers to Drop Non-System Created Collections on the Config Database

      Customers today can create collections and views in the config database but are unable to drop them. Since MongoDB is allowing customers to create their own collection or view in the config database their also should be the ability to non-system (user-created) collections and views in the config databases.
