Currently, the number of samples per chunk is hardcoded to 10. We should make it configurable so that if the user wants to specify a small "numInitialChunks" for the reshardCollection command, they can still make the command sample a large number of documents by specifying a large number of samples per chunk since numInitialChunks is not configurable by the users.
