A test-only cluster parameter, testMinFcvClusterParameter, has already been created that currently has its min_fcv set to 7.1. The set_cluster_parameter_serialize_fcv.js test will fail as soon as the latestFCV constant is updated to 7.2.
A better approach would be to move testMinFcvClusterParameter to feature_flag_test.idl.tpl so that the FCV specified in the IDL is autogenerated to the most recent FCV.
