Top still keeps state about operations against non-existent collections

      The Top object keeps track of operations of collections that don't exist. This is not ideal behavior. We intended to fix this under SERVER-21167, but the issue has reappeared. I attempted to repro this on a 4.0 binary and still saw the buggy behavior.
