Remove refine collection shard key deprecated code once 8.0 becomes last lts

      After https://jira.mongodb.org/browse/SERVER-76486 there is some leftover code that belongs to the old refineCollectionShardKey code. This ticket is to remove that code once 8.0 becomes last-lts.
