Make CompactStructuredEncryptionDataCoordinator work when the metadata collections are not on the db-primary shard.

      CompactStructuredEncryptionDataCoordinator assumes the the queryable encryption metadata collections live on the db-primary shard. When unsharded collections can live in other shards that assumption will no longer be true.
      CompactStructuredEncryptionDataCoordinator needs to be adapted to support that scenario.
