At the time of writing there is not a final decision on how to backport the bucketParametersHaveChanged flag, and therefore how to handle upgrades/downgrades and mixed version clusters. This ticket will implement any changes that are necessary that come out of this discussion. Additionally, we need to write a test that downgrades/upgrades clusters and make sure the rewrites occur smoothly. This needed to be separated to another ticket, since we have yet to discuss the downgrade/upgrade behavior.
